10/23 PROCEDURE FOR THE COORDINATION AND PUBLICATION OF POTENTIALLY HAZARDOUS ACTIVITIES

1 OBJECTIVE

The objective of the coordination shall be to achieve the best arrangements to avoid dangers to civil aircraft and produce a minimum of interference with the ordinary operations of such aircraft.

Ensure the safe and orderly flow of air traffic in the event of potentially hazardous activities with constitute a potential danger to civil aircraft.

2 INTRODUCTION

The planning and implementation of any potentially hazardous activity for civil aircraft, within LIMA FIR, must be coordinated with Air Traffic Service Provider (ATSP) - CORPAC S.A. in accordance with its Safety Management System (SMS).
This coordination shall be carried out in good time to enable it to be published timely information about such activities.

3 EFFECTIVE DATE

The content of this Aeronautical Information Circular (AIC) enters into force from the date of its publication.

4 SCOPE

The AIC is applicable to:
  1. Civil, military and police air operators
  2. Air Traffic Service Provider (ATSP)
  3. Aerodrome operators
  4. Users duly certified by the authority Dirección General de Aeronáutica Civil (DGAC)

5 REQUIREMENTS

The development of an activity potentially dangerous for aviation is subject to the authorization of the DGAC and the publication will be done through NOTAM.

6 REQUIRED DATA TO SUBMIT THE REQUEST

  1. Nature of the activity
  2. Place: indicate the geographical point
  3. Extension: indicate the horizontal and vertical dimensions, it must also be expressed in coordinates and sent in graphic form.
  4. Duration of the activity: Expressed in date and UTC (Universal Time Coordinated) hours.
  5. Personal contact and telephone number: The designated person is the one with whom it will be coordinated immediately, if required for security reasons the interruption of such activity.

6.1 Examples of potentially hazardous activities

  1. Firing practice or testing of any air-to-air, air-to-surface, surface-to-air, or surface-to-surface weapon in an area or in a manner likely to affect civilian air traffic
  2. Air shows, training exercises, and the intentional dropping of objects or paratroopers.
  3. Launch and recovery spacecraft.
  4. Operation of Remotely Piloted Aircraft Systems (RAPS).
  5. Other activity constituting a potential hazard to civil aircraft flights procedure.

7 PROCEDURE

  1. The requesting user must send the request to authority DGAC for the realization of any activity that could be a potentially hazardous to air operation.
    Such a request must include at least the information described in numeral 6 of this AIC and well in advanced to meet deadlines.
  2. DGAC sends the request to CORPAC S.A.
  3. CORPAC S.A. sends the respective risk assessment and communicates to DGAC.
  4. If there are no observations, DGAC informs the user of the acceptance of the request.
  5. The DGAC sends the NOTAM application in the stablished form to the mail: aislima@corpac.gob.pe .
  6. The process for the issuance of the NOTAM must be initiated in time for the request to be sent to CORPAC S.A. at least ten calendar days in advance.

8 CONTINGENCIES DURING THE DEVELOPMENT OF OPERATIONS

The appropriate ATS unit must immediately communicate with the contact person named in numeral 6 literal (e), if required, the interruption of the activity in progress.

Probable causes:
  1. Aircraft in emergency that could enter to the reserved airspace.
  2. Some other unforeseen circumstance (lost aircraft, unidentified aircraft, natural disaster or other)

9 OTHER CONSIDERATIONS

  1. Airspace reservations and restrictions will be made only for limited periods and will culminate when the activity that motivated it ceases.
  2. It is the responsibility of the user requesting the reservation to initiate the process for the issuance of a NOTAM, as well as strict compliance with the conditions, validity periods and hours stipulated in said NOTAM.
  3. The person responsible for the activity must coordinate the beggining and end of the activity with ATS unit concerned.
  4. In areas where activities that constitute a potential danger to civil aircraft flights are carried out on a regular or continuous basis, action will be taken in accordance with RAP 311 numeral 2.19.5.
  5. In accordance with the provisions of RAP 91, as part of the pre-flight measures, operators must be aware of the NOTAM and anticipate the restrictions that Air Traffic Control could grant so that aircraft avoid reserved airspace.
